That's a fair description of it. Then again, most of the comics circa that era were made of crack (X-Babies. Really? REALLY?) This was just made of slashy crack because somone wanted to make Chris Claremont proud and failed utterly.
Magneto writes his own Evil Overlord handbook, and keeps this one close to his heart (and on the pillow next to him when he goes to sleep and when he goes to the bathroom).
