Patrick Stewart will always be my favorite Captain (from any Star Trek series) but Kate/Janeway was awesome.
With regards to 'action' you forget that she hooked up with Paris when they both turned into lizard things that one time... lol And the hologram was hot!
It isn't like Picard got that much more action than Janeway (and I think that Sisko got less than either).
