Agreed on Chloe, Lois (the reasons I watched and preferred the latter seasons of Smallville and watched as long as I have - others watched for Lex, I watched for Lois and Chloe), also on Amy Pound (who I adore) and Donna Noble (who I loved as well). Also right there with you on Tosh. Tosh and Owen were my favorite characters. Don't get the grief over Ianto. But I really mourned Tosh.
