Well... I probably shouldn't say it (I have probably said it before anyway) but I think a big part of the problem with Cordelia was Charisma's limited acting range.... Of course 'sanitification' can ruin any character, no matter how brilliant the actor... but even when Charisma was given the gift of being taken over by an evil entity (which should have been hilarious) she phoned it in.
